D | 为此，工业和信息化部研究制定了《智能网联新能源汽车产业发展“十五五”规划》，希望通过规划引导、部门协同、政策支持等多措并举，来推动产业持续高质量发展。　　第一是要进一步提升产品供给质量。工业和信息化部将支持重点企业加大技术攻关力度，持续提升动力电池低温适应性、耐久性，提高自动驾驶安全性、可靠性。要积极稳妥推进智能网联汽车准入和上路通行试点，“车路云一体化”试点，为广大消费者提供更加绿色智能的智能网联新能源汽车产品。要坚守住产品质量底线，为广大消费者负责。　　第二是要优化配套使用环境。要开展汽车以旧换新、新能源汽车下乡、县域充换电设施补短板试点，推动实现充电站“县县全覆盖”、充电桩“乡乡全覆盖”。这方面目前广大农村地区还是有不完善的地方。同时，建立健全汽车改装管理制度，优化新能源汽车车险政策、降低维修成本，切实解决消费者后顾之忧，让消费者愿意买、放心用。　　第三是要完善行业治理体系。推进汽车企业生产资质集团化管理改革，优化产业布局。加强产品创新设计准入审查和测试验证管理，严禁未经充分测试验证的产品进入市场。加大产品生产一致性监督检查力度，切实维护好消费者的合法权益，进一步规范好产业竞争秩序。　　第四是要深化国际合作交流。汽车产业是一个典型的国际化产业，抓好国际化发展对于今后发展也是至关重要的。工业和信息化部将利用好多双边国际交流机制，加大国际标准法规制定的协调力度，完善跨境物流、投融资等配套支撑，稳步推进国际贸易和投资合作，为全球汽车产业转型升级作出中国的更大贡献。
